E9.2 Labor billing with actual hours against Customer POs

Hello, I am looking for ideas on how to create sales orders against customer POs that are in actual hours as quantity (we are billing customer for hours). Our data dictionary is set to not have decimals in quantities (which is intentional for primary business model). After digging for a while I am a little stumped on how to record actual hours that are required for this part of a new business model.
